The Electoral Commissions Forum of SADC Countries (ECF-SADC) has launched its Strategic Plan for 2025–2030, reinforcing its mission to promote credible, transparent, and inclusive elections across Southern Africa. Established in 1998, the Forum unites electoral commissions from SADC member states to strengthen cooperation and uphold democratic integrity.
The plan envisions a dynamic culture of electoral democracy and aims to build public trust in elections held between 2025 and 2030. It focuses on three outcomes: adherence to electoral laws and best practices, strengthening the capacity and resilience of Electoral Management Bodies, and ensuring the institutional sustainability of the ECF-SADC.
Cross-cutting priorities—gender equality, youth participation, disability inclusion, technology, and climate change—are integrated throughout the strategy to promote inclusive democracy.
Building on achievements from 2019–2023, including the review of PEMMO, new online training programmes, and enhanced regional partnerships, the Forum seeks to harness innovation and digital tools to advance electoral management.
A robust Monitoring, Evaluation, Accountability, and Learning framework will guide progress, supported by a Knowledge Management System to foster continuous learning.
The 2025–2030 Strategic Plan is a collective commitment to strengthen democracy in Southern Africa through collaboration among governments, development partners, and citizens—ensuring that elections remain credible, transparent, and inclusive.
