The Electoral Commissions Forum of SADC Countries (ECF – SADC) is an independent regional organisation of Election Management Bodies (EMBs) of the SADC member States. ECF – SADC received an invitation from the Electoral Commission of Namibia dated 14th August 2024 to observe the Presidential and National Assembly elections of the Republic of Namibia scheduled for 27th November 2024. In line with its mandate of strengthening cooperation amongst Electoral Commissions in the SADC region, the ECF-SADC deployed an Observer Mission for these elections.
The ECF-SADC Election Observer Mission is led by the ECF-SADC Hon Justice Priscilla Makanyara Chigumba, Chairperson of the Zimbabwe Electoral Commission. The Deputy Mission Leader is Commissioner Tsoeu Petlane from the Independent Electoral Commission of Lesotho.
The Mission comprised thirty-three (33) members from nine (9) electoral member commissions of Angola, Botswana, DRC, Eswatini, Lesotho, Malawi, South-Africa, Zanzibar and Zimbabwe. The Mission commenced its work on 19th November 2024. The Mission also included two (2) members from the ECOWAS Network of Electoral Commissions (ECONEC) represented by Commissioners from Liberia and Sierra Leone. They joined the ECF-SADC Mission for Support and Peer learning exchanges.
