The 26th Annual General Conference of the Electoral Commissions Forum of SADC Countries (ECF-SADC), held on 11 December 2024 in Seychelles, focused on the powerful intersection of digitalization and youth engagement in electoral processes across Southern Africa .
Supported by International IDEA under the EU-funded SPEC Project, the seminar brought together electoral experts, policymakers, and youth representatives to discuss how technology and young citizens can shape the future of democracy. Participants explored both the promise and the risks of emerging technologies, including the role of artificial intelligence (AI) in elections, cybersecurity threats, and the impact of disinformation on voter trust.
A key concern was the declining participation of young voters, despite their high registration numbers. The conference emphasized the need for youth-focused civic education, inclusive policy design, and digital strategies that resonate with new generations. Recommendations included implementing AI ethics frameworks, establishing cybersecurity collaboration networks, and strengthening partnerships among Electoral Management Bodies (EMBs), tech companies, and civil society organizations.
By harnessing digital tools responsibly and empowering youth, the SADC region aims to build resilient, transparent, and inclusive electoral systems fit for the digital age.
